make a IP or GUID mute-list

Currently "/rcon mute" works only per session or per map (sorry about my inacuracy, I can check this if it is really needed, I guess this is session since they keep their player id at each map).
This makes sadly this feature harder to use when you want to have a given player muted for some time (with an order of days) since they will easily find ways to avoid this measure.

A better way would be to create a mute list that depends on either the player IP (like the actual ban list) or from the GUID of the player.

Alternatively, one can imagine to update @spi's script to support that kind of feature.
